In GR - 2 more new powersets, elec control and kinetic melee

The new high end content is incarnates. 10 levels of incarnate, the first in GR, rest in I19 (we think GR is I18).

The new enemy in I17 are essentially doppelgangers of your party.

Praetoria will be 4 zones at release.

There will at some point be a staff set.
