Cap au Diable, on the map look for the "Store" icon - lower left area. Head for it...

Near this location look for a sign with faces on hanging near door.

(alternatively..... /loc == 2586.2 0.0 1607.9)

As CoH, mission inside if you talk to the "Face Tailor".....

Found it, probably about the same time as you

They've got the drop-down menu working on each item (that i tried). Click on the name of the item (not the change arrows) and watch the costume change as you mouse-over all the options - much quicker

And check out all the new capes!

They have the drop down box in normal character creation as well
