Title: Ice armor build as requested

I don't have this in mids, but this will give you an idea of what mine looks like:

Stam 4xperf shift including +end

Boxing 4xSmashing haymaker, foc smite ADR
Tough 3xAegis, steadfast res/3% def

Conserve power SO rech
Laser beam eyes SO acc, 3 SO dam

The only expensive stuff in the build are the perf shift +end, steadfast unique and the two eradication quads.

Something I knocked up quickly, try this for a budgetish ice/dark (presuming you buy the miracle with merits)

Edit: I should have said, you wouldn't level the toon up with the powers in this order.
