Have done a reasonable amount of stuff on test, and this is what I think:
The good:
Fire and illusion controllers cut to one set of each type of pet at once.
Confirmation they want to do something about PL herding.
Croatoa is different and really quite cool.
Shops in shard and RCS, portal from PI to RCS.
The bad:
Non fire/illusion controller types pets cut and all AoE holds halved in duration and doubled in recharge. Powers like ice slick similarly nerfed. My ice/storm probably retiring now.
Invul and to a lesser extend ice tanks nuked, does anybody play a 50, I'd like to see how they get on.
Put a maximum on the number of targets that can be hit by AoE effects including taunt and punchvoke. This meant that squishies were dying regularly on 6 man unyielding missions as the tank couldn't hold aggro on even one mob.
Fire tanks (most of the PLing problem) escape largely unhurt, this will not stop Dreck herding although will slow it down (burn limited in number of targets it hits), but with the monster XP going up not as much as it should.
Stone tanks now have their options reduced. Previously you could play a perfectly acceptable stone tank without granite armor, now they've nerfed the lower armors so you have to take granite.
Regen nerfed to hell again IH now click rather than toggle, Integration regen reduced. Was having trouble with 8 white minions (admittedly the chimera mission guys that spam caltrops).
Jury's out:
The new power sets: I played a Trick arrows/archery def up to about level 4 alongside a sonic blaster. I thought it was fun, different to most def primaries as no PBAoE stuff, all ranged and no buffs, merely debuffs. The sonic debuff def primary I have not experimented with but the comments seemed to be 'like FF, but resistances not defence'.
Lieuts, bosses, elite bosses (but not minions/AVs) accuracy reduced, players def and damage res reduced. Scrappers damage increased.
Fixes to CoT element thorn casters to stop them spamming quicksand etc.
Any observations from anyone else ?
My granite armored stone tank has been almost unaffected (other than the aggro changes which get other people killed not him) and is now completely out of whack with an invul, the phrase that came to mind was 'in the land of the blind, the one eyed man is king'.
